inverted penis

My friends son is 7 months old and he does not seem to have a penis. It looks like a belly button and shows no sign of appearing while urinating...is this normal?

My son (13 months) has this same condition...if you search, you will find my post about it.  Contrary to popular belief on this forum, it is NOT a side effect of circumcision.  It is more typically seen on babies who are lovely little chunks.  It also typically goes away when the boy loses weight (oftentimes when the child gets more active due to walking).  It does look like a belly button, but if you push the fat pad back, the penis emerges.
