recipe for home made "hand sanitizer" (or something i can pretend is?)

Hoping there's some savvy mamas on this board who can give me some ideas :) I was looking for some alcohol free foaming hand sanitizer. Checked a few stores, can't find it, heck, couldn't even find foaming sanitizer. Anyway, I need it for tomorrow morning :/ The "sanitizer" part is the LEAST important aspect. All that really matters is that it will foam, kids can use it to pretend that they're washing their hands with it, and that it won't need to be rinsed or leave hands feeling sticky. dh is at trader joes now and since he couldn't find any alcohol free foaming sanitizer, i said to just get any foaming hand soap. Basically I plan to pour the soap into a separate container, use the foaming soap container for a yet-to-be-found recipe (optimistic much?! heh) and then use that container for some mysterious concoction that will create a foaming, pretend soap like creation that doesn't need rinsed.

Oooh goodness, I'm not asking too much am I?! Anyone got any recipes?

Foaming is the challange! I used to use a 'spray' hand sanitizer I made out of vinegar and tea tree oil in a old spray tube from an alcohol sanitizer. As to how you would make it foam, I'll keep reading to figure that one out... Castile soap foams well but would need washing off...
