Toddler nursing question

My son is 22 months old, and still nurses quite a bit for his age. He doesn't seem close to weaning, especially when I try to tell him no when it's not a good time for me to nurse him. He's starting to do something weird, though, and it's making me wonder if I either have low supply or he's closer to weaning than I thought. At least 4-5 times a week the last two weeks, he'll unlatch and want a drink. I give him a drink of whatever is right there (usually water) and then he goes back to nursing. I've never heard of this happening. Unless he's mostly comfort nursing, it just seems odd that he would do this. Anyone have any ideas?

My DD2 (26mos) will do this occasionally.  I've chalked it up to either being able to see my waterbottle, usually nearby, or just normal toddler distraction. ("milks, milks, milks, milks, WATER-NOW!-NOTHING-ELSE-WILL-DO!, milks, milks")
