Delayed varicella, school requiring booster?

I've declined varicella for my older two children so far and will continue. However, it is required for school admission here. I'm hoping to find some pox somewhere in the next year so this isn't an issue...BUT...

A friend of mine who also declined varicella in toddlerhood ended up moving forward with varicella at age 5 because it is required. The school district sent her a letter telling her that her child would not be permitted to attend kindergarten since the 2nd dose is MANDATORY.

This doesn't make any sense to me since the child just received the first dose less than 6 months ago. Can you point me in the direction of information that supports my line of thinking?

Too bad she gave the vaccine when she didn't want to just because it was "required." Because she's going to have to get an exemption now, anyway.

The CDC's catch up schedule and the package insert say the 2nd dose can be given 3 months later.

The exemption thing is politically charged around here, so I may be in the same situation as well. :(  Is there any benefit to drawing titres in this situation??

What are your exemption laws?

Yes, titers are pretty accurate at detecting chicken pox.

From what I can tell, a philosophical exemption is permissible. However, both my friend's family and mine have "skin in the game", so to speak, since our husbands are school employees. If we can justify from a medical standpoint our kids not needed a booster, then it makes things a lot easier for us.
