Do Goodmamas fit really small?

I just purchased a used Goodmama locally, and when I got it home was pretty surprised by how small it was! I understood it was supposed to be a one-size diaper, but I don't know whether they all fit small or whether this one has shrunk a lot.

DS is 16 months, 22lbs, and it looks like I'm going to have to purchase hip snaps if I want him to wear it, and the rise is quite low too. I'm surprised - most one-size diapers fit him fine.

So is it this diaper, or the brand?

Do you think you might have gotten a newborn diaper?

Even if it's not, all one-size diapers do not fit all babies.  Goodmamas have pretty good resale value.  On occasion, I've seen used ones sell for more than new.

It's a very light grey background with red stripes (maybe some other strip in there too - it's at the bottom of the pail right now so I can't check!). I wonder if that's it - it sure looks like it's had some use - the print fabric on top has frayed in a few places (not great for resale value but I didn't pay much for it).
