Makes sense to me. And it might help to let him know times of the day when he will be allowed to watch TV and when it's going to be off. The times could change from day to day if they have to, but then he wouldn't be wondering when he can use it.

If my DS peed on the floor, I'd give him the stuff to clean it up.  I don't think I'd make a big deal out of it, just tell him he needs to clean it up.  We have a no food in the bedrooms rule, so. . .if I found food in the room, I'd just tell him the rule again and explain how food in the bedroom leads to bugs in the bedroom and who wants bugs crawling on them at night.  When we had TV, I'd cover it with a blanket or I'd unplug it to keep the kids from turning it on when we didn't want it on.
