Hair for 2 inch Waldorf dolls?

I've been making small dolls about 1 1/2 to 2 inches. I am totally stuck on the hair. I am trying to figure out what is the best material to use and the best way to fasten to head.

I think lace-weight yarn or embroidery wool.  I'd stitch the strands to head.
