For a contract worker (temp to perm) being paid through a recruiter / employment agency, can they work through breaks and lunch as long as they are paid for the time?

Does it depend upon how long the work day is? Â (9 as opposed to 8 hours)

The employee in question doesn't mind working through lunch and the Employer is happy to pay for the overtime, the concern seems to be how to account for the time so that the manager doesn't get in trouble for any violation of labor laws.
