I'm not sure about that at all. We had to fill out the birth certificate paperwork in order to get a SSN for both our kids (one born in AZ and one born in MD). The one born in AZ was at a birth center with a legal CNM so she signed the paperwork and they filed it for us. Very easy. I just had to pay and order the actual certificates online. Here in MD we had a homebirth with an illegal CPM so we had to call the state and have a nurse come to our home and verify that ds was indeed born. She filled out the paperwork and filed it. Again I ordered the actual certificates online afterward. Both times the SS card came in the mail first and then I ordered the certificates. I am wondering if your friend simply never ordered the certificates, but that his dd is in fact in the system.
In the USA if you don't register the birth the state has no right to your children. I have heard of stories where someone claims they are being harassed by CPS, but because the child wasn't registered with a birth certificate they haven't passed rights to the child to the state. As such CPS can't legally be involved. So I have been told.

It sort of sounds like they just didn't order the certificate though... I think a registered midwife is required to complete the paperwork, and I'm sure you need it for a SSN.
