How to apply EPO in liquid form?

I bought some Evening Primrose Oil but I bought liquid instead of liquid gel caps.  How should I try to apply it to my cervix?  Should I just go back and buy the gel caps and  try it that way?

I want to try to help this baby come on time since I'd like to have a homebirth, and my family tends to have 42+ week pregnancies. My daughter was only 41+5  and my birthing center was willing to let her go to 43 weeks if necessary, but now since I'm trying for a homebirth the baby can only be born at home if I go into labor before 42 weeks.

I used to break the capsules open & put the oil in a little cup (I didn't find the capsules dissolved all that effectively), then I would dip my fingertip into the oil & try to rub it on to my cervix. It was a messy process & I'm not really sure if it was effective but it was the only thing I could figure out.
