Struggling without the crib

I have a 9 mth old boy that won't sleep in his crib at all. It's either carseat or being held, which wouldn't be that big of a deal except I have a 3.5 year old special needs daughter that also needs my attention during the day. DS won't nap unless it's quiet and being held and that's hard to do with her running around. He won't sleep by himself in our bed even if I lay down next to him and try to leave him there. He wakes up constantly at night unless he's in bed with us, which is fine. He just needs to nap in his crib or summer break is really going to get ugly. He is too strong to be swaddled and won't be worn(he dives out). Anything else to try?

Have you tried a swing? DD sleeps pretty OK for naps in her swing, and she just hates the crib.
