MA infant seat laws ??

Can anyone tell me the infant seat laws for MA? No googling has been clear.

A friend of mine has a Safety 1st infant seat for his baby. (It's a couple years old, Pond Pals model.)  His wife uses the vehicle w/ the base in it to go to work. Can this seat safely and legally be installed in his car without the base?

It wouldn't be the local laws that state that, but the seat's manual. Check the manufacturers website to see the manual :)
