not TV free- but want to drastically limit DD's media time

hi all-

This  is my first post here.  We are  in no way a TV free family, but really don't watch much.  DH and I may watch some a few nights a week (after DD goes to bed).  DD1 (39 months) watched no TV until  after she was 2, and then really very seldom.  She watched veggie tales and the scholastic movies pretty exclusivly until recently.  DH has been letting her watch (Diego- Go) on his smart phone when we are out and  need to keep her entertained.  Now she wants to watch it ALL THE TIME.  Every night it is a fight to keep the TV off and she has serious meltdowns several  times a day crying for it.  On average, she has been  watching it 4 days  a week  (20 minute program).  I am over the fighting and just want some peace in the house.  She is also addicted to playing games on DH's phone (dot to dot and puzzle games).

Help me figure out a way to do this gently.... I just weaned her, so I don't want her to feel like she has no control.

I  have tried distractions (games, booktime, stories, outside time, food, etc).

Can you tell her...OK you can watch Xshow then TV OFF. Then TV off and you have something waiting for her to do. I would keep a firm rule. I know that can be hard but it will pay later.
