bias tape doesn't lie flat

I'm trying to make a size 2 Christmas dress for DD.  The neck is a simple scoop finished with bias tape.  Unfortunately, it's sticking out instead of lying flat.  Any idea what I could be doing wrong and how to fix it?  I made the bias tape myself, but it's cut on the bias and stretchy.  I unfolded and sewed on the crease around the neck.  Then folded over the neck and basted by hand.  Thanks!

If it is a tight curve you can fold the tape in half and press it into the curved shape before you sew it on which may help. Are you turning the tape right to the inside so it can't be seen? Have a look at this tutorial for how to do this.

Thanks!  I've spent hours on that neckline.  My first try was double folded tape and visible on the outside.  Then I took it off and stretched it tighter when I sewed it on, still double folded.  Then I tried turning the tape to the inside.  Then I tried slitting the bottom edge of the tape after it was sewn in and folded over.  I need to see how it looks like on.  It's still not flat, but it'd be great if it were acceptable anyway.

 

I'll try pressing it into a curve before sewing it on. If that doesn't work, I may have to find a way to gather or ruffle on purpose. 

 

It seems like there should be some simple physics involved here -- too much fabric in one place and not enough in another, but I sure can't figure it out!
