Can that yellow wood sap stuff come off the walls?

I'm moving soon and I have kept the wooden furniture always at least one inch away from the walls. Still, that yellow stuff is all along the wall where they were. Is there anything that will get that off?

Does anyone know what I mean? I've never seen this happen before but I think it's from houses that have to much moisture. It is really stuck there, yellow and frozen in a drip.

Is it possible that someone smoked in the house before you lived there? If that is the case, you can prevent it by using a couple coats of Kilz primer, and then painting over it. Usually that will stop most if not all of it. If the were really heavy smokers, sometimes it is better to remove the drywall, unfortunately. I've had good luck with Kilz, though.
