I just went through this process of looking through my pantry to figure out what to stock up on.
For me, there seems to be no way around buying bread, eggs, fresh veggies. I am gluten-free and really should not bake bread in my kitchen, though I will buy it premade for my kids.
Right now with food stamps I am stocking up on rice, flours, oil & margarine, frozen veggies and fruit, popcorn, corn chips, tamari, vanilla, raisins.
I already have dried beans and lentils, assorted spices, salt, peanut butter, meat in the freezer that I stock up on when I can, apples, canned tomatoes, sweeteners, condiments, canned fish, salsa, pasta, pasta sauce. Otherwise I'd be considering those things.
Also, my pantry splurge: cocoa powder. I use hot water, cocoa powder, and a little sweetener for cheap "hot cocoa" and it's really a treat. I guess I don't need cocoa, but mmm.
