Newborn rashy in prefolds... other options?

So my 2-week old developed a red bum from cotton prefolds, and also a dotty red rash around her waist and thighs from the PUL covers (only worn about half time, coverless or diaper free much of the day). :(  Cleared up after a day or two in disposables.

Are there other cloth options to try?  I had stay-dry fleece inners for DD1 but honestly they leaked all the time, I was hoping to avoid that issue by switching to prefolds.  And it doesn't help the PUL issue (though maybe she'll grow out of it).

The only other option I can think of is to go to fitteds and wool?  but that seems like a big outlay of money and effort for something experimental. :(  And it may not fix the red bum since it will still feel wet.

Any thoughts for me?

Have you considered fleece instead of wool? That's what we use! (with the occational wool day). So much cheaper, and if you're good with a Snappi or pins, you can still use the prefolds under the fleece, or tri-fold in a snap-closure fleece cover as well. Another option may be just some fleece liners. That way there is still some exposed cotton, but it will keep your little one's butt dry :)
