Another Waldorf doll hair question

I am hoping to make my daughters each a Waldorf doll for Christmas. My older daughter's hair is pretty straightforward. My younger daughter though has pretty straight hair at the scalp, but it is super curly at the ends. Is there any way to emulate this in a doll? Thanks!
