Is my ex-husband required to provide childcare for times when he is supposed to have custody, but does not? According to our divorce decree, he has them 37 hours a week. I was told he legally has to provide childcare for those 37 hours if he is not here. Is that true?

I have it written into our agreement that should I need childcare during his parenting time he has to pay for it. It was also made clear to him that this is only if I agree to keep the kids during his time. If I can't have the children, then he has to make arrangements.
