How long before I can fill out my profile?

I actually have the same question as the OP and did not find an answer from the link you provided.  It does say that it takes 7 days and 10 posts for a signature to be viewable.  But, it does not say when your profile is visible.  It just refers you to a tutorial.  On my profile it simply states that the profile will be viewable once I am active in the forums.  What determines being 'active'?

I would also like to add that I read that after 10 posts you are a member but I see that the OP and I have more than 10 posts.  Is there more to it than the 10 posts?  Not concerned about my membership status, just curious.

I'm not finding it either. When am I "active" in the forums? I've been on several threads, and started one. I still can't see my profile.

It seems to be a bug in the software. I reported it to our tech team. Hopefully it will be resolved soon.
