I strongly advise that readers from the U.S. look for opportunities to hold agencies under the aegis of the Department of State, such as USAID, PEPFAR, as well as agencies such as the Peace Corp, who are incentivising circumcision programs in Africa, accountable and to engage in their, and their overseer agencies, community consultation processes.

Subscribing to agency mailing-lists and regularly checking regulations.gov would be a good start.

An action post to alert the U.S. State Department to the lack of oversight and free-spending culture of the NIH at the time of sponsoring the circumcision trials in Africa; the adverse affects of funding circumcision in Africa (coercion of men and boys to be circumcised, misdirection of scarce medical resources from higher priority health areas), and continuing problems within the CDC raising questions about the ability of the organisation to oversee recipients of PEPFAR and other federal funds, has now been made in the "Intactivism" sub-forum, here:
