Pre-K and Kinder mandatory in AZ?

I'm having trouble finding any information that will tell me if preschool and kindergarten are mandatory in Arizona, even if the child is in a special education field. Can anyone answer this question, or direct me to a website that might help me out?

Just ended up calling the board of education to answer my own question; they are NOT mandatory.
