Postpartum Mama Pads

I am starting to sew a stash of postpartum cloth pads.  I am using an envelope/pocket design so that I can change the absorbancy.  I have preemie prefolds that fit in well.  I am following these directions but made a longer patter that fits my underwear.  http://www.hillbillyhousewife.com/sanitarypads.htm

1. Do I need to add a waterproof layer? If so, what is better, felted wool or PUL, I have both?

2. Is 12 a good number?

i just got 'into' making my own reusable menstrual pads ....(missed the boat for my own postpartum experience!) n  I always think a layer of PUL is a good idea.  I was actually shocked to hear that some pads are made without it.  I think in the first 48 hours you would really need a waterproof layer  -possibly not so much after that, also you will be up constantly and can change pads more often.
