Driving lessons in San Marcos, and car-owning costs

Hi, I may  decide to pay for my 20yo nephew to get driving lessons & buy & insure a car for him to drive for one year.  I grew up in SD but live very far away now.  Can anyone 

A) recommend a driving lessons instructor in San Marcos (SD county) or nearby?

B) suggestions how much a full set of driving lessons would cost?

C) estimate how much do you think insurance would cost for one year, as a brand new driver?
