Tool for wood toys

What is the best tool for making wooden "ostheimer-like" figures?  I'm looking at the Dremels but I'm not sure which one would work best for the thickness of the wood.  I know a scroll saw would be wonderful but we can't afford that.  I was hoping to stay around $50-$75....definitely under $100.  Thanks!

You can often find scroll saws on craigslist for under $50.  I bought a bandsaw for $25 last year.  Its perfectly adequate for my purposes.  A dremel or belt sander is great for finishing but sanding when you should be cutting can be a huge waste of time.

That said, I have had some success using a hand saw, hand carving tools and have been thinking  dreaming lately of buying a rasp and file for further shaping of the wood.  I think that would be a great thing to use in making little wooden toys.  You go a lot slower, but if this is hobby and not production, it adds to the charm.  A wood burning tool is cheap and nice to add details.

Finally, you can check to see if you have a tool thrift shop in your area.  Those are great for picking up old or used tools, and usually old men work there who can advise you on absolutely everything.

I think I'm gonna hit up the hardware store for a rasp and a file today.... :)

Craigslist! Of course!  Why didn't I think of looking there in the first place?  Thank you!  I think we will end up with hand tools and a scroll saw.  Thanks again!
