I am also on a fixed income. So we invited a few of our close friends and we are doing hot dogs and french fries and chips.  I bought a pinata for $10 filled it with candy and thats the only activity that we are doing.  I am also baking her cake from scratch. Its cheaper since i always have that stuff on hand.  Have you thought of making side walk chalk. You need toilette paper rolls, put wax paper in them, in a way that your plaster of paris won't come out. Make your plaster of paris and then put food coloring in it to get the color you want. Pour into toilette paper rolls. Let set up take out of rolls and put into plastic ziploc bags for the kids.
