Fluid in the Head

I, too, have had recurring fluid in my head and behind my eyes.  I need to know what this is.  Yes, I have allergies, but taking allergy shots has not really helped me.  I have taken a series of precribed and herbal medicines, including Euchinea, but nothing has cleared up this fluid.  Please help ! ! !
