Have you ever tried a sleep sack? My 22 month old sleeps in one so she can't her clothes off. My sister just puts a onsie on over her dd's pajamas and for some reason she can't get them off then.

I cannot suggest any advice other than start potty training him. Otherwise, perhaps the material in the clothing is bothering him? Is it cotton? Polyester? Blended? My son gets light rashes over his legs if he's wearing polyester. So I try to stick with 100% cotton only unless it's chilly in the house and he needs the fleece PJs.

Could be a sensory thing.  Some kids don't like the feel of some fabrics, or just clothes in general.
