The link I was referring to there (when I said "what the paper specifically told them not to do") was Judith Rook's statement, at the bottom of the table where it says:
I don't really understand this. Can you expand on this a little and perhaps put the Rooks quote in more simple terms, especially how it applies to what you're saying.
I see now that in Rooks she lists the hospital death rate as .6 whereas the Oregon Health lists it at 2.1.
The Oregon Heath has 96 term and neonatal deaths in 2012 but Rooks has far fewer (34?). What am I missing?
Rooks is saying that she doesn't think the term fetal deaths in hospitals should count? Why is that? Because the birth would not be the cause of death in the hospital setting?
Is she saying that all but a very small percentage of those other 59 deaths, these babies had already passed? Or something?
