I work at an acupuncture clinic and my boss (who is an incredible woman, mother of two, works a lot with women and children and the whole reproductive years for women) has great success with moxa and breech babies. I recently chatted with her about this and she says that moxa used daily on UB67 can turn a breech baby, but you have to be careful to check the baby's position after each session (about 5-10 mins of moxa at a time). This point can surely move the baby, but you don't want to move the baby too much or keep it spinning around and around. Usually this is something that is done closer to your EDD (at least 36 weeks). I think many acupuncturists would send you home with a stick of moxa and have you do the treatment by yourself, with guidelines and helpful information of course!
I have never tried spinning babies myself, but my boss advises against it as it can be painful for both mother and baby (just something she said in our recent discussion).
I suggest acupuncture for most things as a noninvasive first step. If it doesn't work after a week, there are always other options! I've also heard headstands can help
