Bromache - wow, that really surprises me about the eye ointment! Im in Saskatchewan and know it is not law here, Alberta or BC. Canada is generally very pro choice about that kind of thing... so if you were thinking of opting against the ointment, I would do your own research to confirm what the law says. If you dont mind it being given then no biggie, just if you wanted to decline I would verify for yourself.
Yes, I was surprised, too. It was a student midwife who explained it to me, and she admitted that it is an outdated law and not something they necessarily agree with. But I think they have to abide by it, and it really doesn't bother me enough to cause a stink and hassle for them OR us, so we'll just have it done as we did for our sons.
