How hard would this be to make?? (smocking)

My Mom got this for DD on a trip to Bolivia and I'm fantisizing about learning how to make dresses like this...DD wore this to a wedding Sat with a pretty bow and little shoes..TOOO cute..

Anyway..How hard is it to make a smocked dress?? Can I teach myself how to do it?? Thanks!

I'd learn on a smaller project first, like a headband ..

It's easy to teach yourself, even from a book. iirc the reader's digest guide to needlepoint has a great pictoral how-to for smocking .. it's just VERY time consuming.
