I am planning to start a veg/herb garden this year, but I am not sure about getting the soil ready. When should I start? What do I need to do to prepare the soil? Is there any way to test it for toxins? I have never gardened before.

I would start by identifying the type of soil you already have and see IF it really needs anything.
IN TX, this would be an opportune time to start prepping beds I think.

I have sandy soil (like at the beach soil). So I try to add as much organic matter as possible.

Hey, where in tx are you? I am in c.s and we have really gross clay out where we are so I opted to build up raised beds and fill them with mushroom compost and rich black top soil and I had no idea what I was doing as I am fairly new to gardening but- everything loved it! It is also great for battling the fireants and weeds! I get my soil from a really great place out here that sells totally untreated compost, etc.. so I know what is in it. But, if you want to put your stuff in the ground, most ag. universities offer a free service to come and test your soil, or call the texas mastregardneners info. line and they can give you great direction!
