Okay, I've completely edited this post because it seemed to invite responses which were accusatory and meanspirited. The original replies to my post were thoughtful and very constructive and helped me to see that a system that worked when DH was smaller (toy swapping, rainy day-boxing and toy rotation) are not working now that he is approaching three.) I thank you for those responses.
