We are in Norway also (Hi Crunchy), and corporal punishment is illigal!
You may not spank or lay hands on a child (yours or anyone elses). You will be punished by law. It is horrible that these rights are not granted to children all over the world : . These are basic human rights. Children should be protected from violence, and I am so glad the OP called the police.
