Need help with felted balls!

I want to make a felted jingle ball for my 8 mo old.

I have a batt of wool stuffing, and followed instructions for a "kitty ball" http://www.fuzzygalore.biz/patterns/kittyballs.shtml

It just did NOT work at all, it's not felting, and it's not even sticking together very well. I *could* knit a ball and felt it, but I really wanted to try these "free form" felted balls. (I'm a little behind on my Chrismas knitting : )

Have any of you made this type? What am I doing wrong?? I'm using soap and lots of rubbing in the palm of my hands. Is there a better way?

And where do you get the wool stuffing?
