When I am helping at a homebirth, my first preference is to use the cord tape. It doesn't get caught up in clothes or diaper the way that the clamps do and you don't have to remove it the next day the way that you would have to remove the clamp. That said, you have to tie it very hard to get it to work and about 1/3 of the time I have to clamp the cord anyway or tie it off again with a second piece of tape to get the cord to stop oozing. I think it is nice to have both.
I use cord tape, but I just ordered a cord bander. I cannot stand plastic cord clamps, though I use two metal cord clamps when cutting the cord initally, then we tie it off closer to the baby with tape and cut it shorter.
