is there a fix to this soaker?

I bought this beautiful soaker from someone off the TP. Well, it will fit dd at the end of the summer, except for the legs. At the bottom of the legs there is a stitch that will not stretch much past 10". WHY?! I don't know. Because the rest of the dimensions are clearly for a larger child. Is there any fix to it? I have attached a pic for your suggestions. Keep in mind, I don't knit well, I'll have to ask a friend to fix it for me with your suggestions : )

If the tops of the legs fit (at the top of the thighs), I would rip back the cuffs and re-knit them. If the cuffs fit except for the bind-off, I'd just rip back enough to do a looser bind-off -- either suspended or at least go up a few needle sizes so it will be looser. Good luck!

I'm glad I started down the right track, because I took the tight crochet stitch off today. But I had not figured out where to go from there! Thanks!
