We assumed it would be hard to obtain ours, so we went in prepared to deal with a bunch of riff raff. Ironically, we just went in there, and filled out the paperwork, and paid, no questions asked. And they filed it for us so we could get the SS card, and that came a few weeks after getting the BC. We're in Jersey, and I've heard of other UC'rs having a hard time getting theirs, but we lucked out w/ the office we went to....the lady was new and it was her first time doing the paperwork, so she was grateful we knew what we were doin'.
