Ok so Im trying to modify my fitted to make a pocket...question is do I need to reinforce the part Im putting the velcro on since its only one layer in front? Do I need to make the back a little longer since Im going to add the elastic to it then fold it over to sew? Any other suggestions? Thanks

If you're going to fold the fabric over the elastic in back I'd add fabric to that area so you have enough to cover the elastic and still sew it down without taking from the rise. I would reinforce the aplix area too, I figure it's better to "have it and not need it" than to be wishing I'd done it later when there's holes in the outer. :LOL

I would - look at my fourth picture down here: http://sewdiapers.com/vbpocket.htm I just cut a rectangle of PUL and stitch through both layers when I sew the front panel on. Using some temporary spray adhesive or cheapo glue stick works well to keep the rectangle from moving around while you're stitching the aplix on.
