We did Pebbles and Bam-Bam for my older dd and my friend's son a couple years ago. For Bam-Bam, we put him in a leopard print AIO with a bit of matching fabric draped over his shoulder and pinned to the diaper, a huge plastic club, and messed up his hair. If the child is older, I believe the garment was like a skirt/loincloth kinda thing. For Pebbles, I cut out a simple sleeveless dress out of green felt (felt didn't need hemming or anything, just two shoulder and two side seams), a bunch of brown felt spots and glued them to the green, and a white felt bone which I glued to a ponytail holder to hold her hair in a ponytail straight up in the air.

Ooh, I did this a couple years ago! I just got some leopard print fabric and made my own.
For DS, I just used a rectangular piece and cut a hole in the middle for his head to go thru. He wore a leopard print AIO, and I tied the fabric on him with a strip of leather. Then I got a dog's rawhide bone and tied it on leather and he wore it around his neck.
For DD, I did the same over the head idea, poked holes along the fabric at the sides, then used brown boot shoelaces to lace the holes together. I put her hair in a ponytail on top of her head and attached a rawhide dog bone with a pony-tail holder.
They wore brown sandals. We ended up going up north that Halloween and it got chilly, so I had to put l/s shirts on them, and socks on DS. I've attached a picture, they liked the costumes and we used them on another Halloween.

Edited: OK, looking at the pic I remember I did DD's another way, but you could do it the above way. I wrapped the piece around DD, and tied the ends over one shoulder, so it was off one shoulder. Then I laced it down the side with the tie. She wore another piece as a cape:

I made some last year. I used a blue diaper cover for pebbles and green polar fleece. I sewed the little black marks on them. And I did a simple one for bam-bam as well. You don't need a pattern for those. Just put them together.
