Energy-saving thread spin-off re: flannel

I am after reading the energy-saving thread's (for winter) idea about
FLANNEL FABRIC to block out the cold on your windows...

Can someone explain HOW this is done? Do you tape/pin the flannel to the
inside of your window frame OR put it on the outside of your drapes??

I was just planning on either buying cheap materiel or blankets and hanging them up with thumb tacks. I don't need to let the sun shine in because it doens't warm up the house any more and we have very drafty windows.
