My DS is 14 mos old and just recently started the twiddling, so I'm able to tell him that we don't twiddle in public, but that he can at home. And then, I never restrict him when we are home. We rarely have guests, and if we do, they're usually some of my mommy friends who I don't mind his twiddling in front of, so it's always ok.
I try to explain very gently that it's something mommy is only comfortable with at home and that we just don't do it in public. So far he's been ok with that and has respected my wishes without much fuss.
I don't know what I would do if he was younger tho...
