I don't think you are supposed to have to - I think you were right on your first posting - that is the press's job. I like to prepoke, though, so I get the snap exactly where I want it. Most likely I might shift the fabric slightly when getting it into position. If the cap is already in place (by being pre-poked), then I just set it into the die and my fabric doesn't have a chance to shift. With more experience than I have (say, that of a person making diapers to sell), you could probably get the snaps exactly where you want them without pre-poking.
When I was putting snaps on the very thick sleeping bag/fleece things, I tried not pre-poking some of them. The posts did have a hard time getting through the layers and "smooshing" just right to get a tight and secure grip. I did have to redo those ones.
So... I think that you would want to pre-poke if
1. your layers are very thick or it is a very stiff fabric
2. you want to be very careful about placement
