Mine was at 19 weeks. I think 18-20 weeks is about average.

It depends -- I've had a few because I'm over 35 and chose not to have an amnio, but instead got the level 2 u/s (it's not more intense waves or anything, just very thorough -- where they measure everything and check on potential probs with the baby).
I had one in the beginning to check for visual heartbeat around 8 weeks I think. And the level 2 was at 16? or maybe 17 weeks? Sorry I forget -- I can look it up for you if you want to know though. There's a time period in there where they can check for a specific defect but after so many weeks the moment's passed to be able to measure it via u/s.
Anyway I go back to my m/w the second week of Jan for the 4D u/s to see the baby.
And then Jan 18 for my checkup at the genetics place where they'll likely do a more in-depth one again to check and I'll be almost 29 weeks then.
Although I totally understand some women do, I personally don't have issues with u/s exposure if it's limited, so a couple throughout the length of pg don't bother me. I didn't rent a doppler or anything though, but if that's your concern then I'd ask your medical provider what s/he recommends in terms of the best time for your u/s if you only want the one.
All we can do is tell you from our experience what our providers have recommended. It might be best to just talk to your own.

To have one or not
Well, My midwife thought it was strange that I should ask for an ultra/sonogram. She seemed like why should I have one when everything feel's and seems fine. The baby is moving a lot so she said that it seems healthy. Anyway, The reason why I posted was because now I'm debating if I should have one or not. Saving my money would help me in the long run but I do want to know what I'm having BUT then again what if I just wasted $300.00 bucks and am unable to find out what we are having?

Most docs do them between 18 and 20 weeks. I've had 5 already and will start weekly sonos for growth and cervical length at 28 wks.

It's pretty standard to get an ultrasound around 20 weeks gestation to check development and such. Some practices are *really* ultrasound happy and give a lot more. If you're unsure of pregnancy dating sometimes you will get an ultrasound for that very early along, like at your first appointment. If you are high risk or have complications that is another reason for multiple ultrasounds. And some practices don't do routine ultrasounds at all as long as everything is progressing normally.

I would just say to beware of calculating due date based on an ultrasound after @ 20 weeks. They can be off by quite a bit. If the only reason you want one is to find out babies sex, you are over half way there already, why not just keep it a surprise? The less ultrasounds you have the less risk of unneccessary interventions.
