I made some with a mix of 2 parts turbinado sugar, 2 parts dead sea salt, 1 part epsom salts and 1 part poppy seeds. I mixed those up and put them in their final containers so that the containers were ~3/4 full then added the oil. You will need a carrier oil (like grapeseed or sweet almond oil) in addition to the EOs you bought. Blend the carrier oil(s) with the EOs in a seperate container and then add them to the salts. It wasn't an exact science when I added the oil. I just added a little bit, mixed it wth a fork and added a bit more until the salts were saturated but not floating in oil. You might want to reserve a little of your salt/sugar mixture aside in case you put in too much oil (ask me how I know this!
