Not getting much help from Ped on discovering allergies

I'm sure this question has been posted many times, but I'm having a tough time with my Ped who insists that DD is to young to be tested for allergies [21 mos] and I'm convinced she is allergic to dairy. SHe can handle eating yoguart but if she has milk or butter in large amounts she gets diareah [sp?] and a red rash on her bum. Lately she has had this rash again, looks like little pimples of varying sizes and she is quite red. She also wheezes a little while sleeping. I haven't tried her on milk or butter for quite some time and she always seemed ok on the yoguart but I'm just not sure with these rashes. I think there are other things that I'm missing, like her early days of nursing she would pull off and cry A LOT for no reason that the LC could figure out, etc.

Anywhoo, are these signs of an allergy or intolerance? I highly doubt that she is not old enough to test but that's just her ped [which I'm looking for another one] :

My Dr. said the same thing about testing. Grr. It must vary because a friend of mine had her 2yo DD tested (scratch test).

I'm almost positive DD is allergic to dairy. She gets severe chest congestion w/ lots of crap in her lungs, wheezing, etc. anytime she eats dairy.
