Delegate Robert Bell has introduced a House Joint Resolution that calls for
the Joint Commission on Health Care to study the reasons for continued use
of mercury in some child and adult vaccines, the safety risks associated
with such use, and whether or not mercury-free vaccines are equally
effective, in terms of both preventing disease and costs.

other products containing any amount of mercury on or after June 1, 2009; granting the Secretary of Health and Mental Hygiene authority to authorize the use of vaccines that may contain mercury in the event of the threat or occurrence of a chemical or biological terrorist incident or public health emergencies; etc.

Prohibits the administration of vaccines containing more than a
specified amount of mercury to pregnant women and children under 3
years of age. Requires insurers to pay for vaccines that do not contain
mercury. Allows the executive director of the department of public health
and environment to exempt the use of vaccines that contain mercury if the
executive director finds, and the governor concurs, that an actual or
potential public health emergency exists, there are not sufficient vaccines
available that do not contain mercury, and it is necessary that pregnant
women and children under 3 years of age receive the vaccine.
