Yeah, I would say if you like the house, just make considerations for how big the slats are and for how high the railing goes. If the slats seem big, put the clear plastic sheets against the rails as Linda said, and no one will even notice that the plastic is there, but baby wont be able to get through the slats. Or just keep an extra careful eye on baby when on the balcony.
If the railing is short, also be extra careful to watch your baby when she is out on the balcony as she gets into climbing. Maybe keep a child proof lock on the balcony door and only spend time on the balcony when you are together. If the railing is tall and/or hard to climb, you probably don't have to be quite as vigilent, but still keep an eye out. Also, be sure and don't have a bunch of items on the deck that your daughter might be tempted to use to hoist herself onto the railing.
I don't think it should be a big deal if you are aware of the potential hazards. If this is "the house," go for it and just take precautions.
