strongest glue for kid's projects

I'm looking for something really strong, but relatively safe, relatively non-toxic. Short of the hot glue gun which is too dangerous for ds to use on his own, what's the best type of glue for projects? (Ds is into making his own costumes right now, so crafts like masks etc. need to be strong enough to hold together while being played with!)

Elmer's works best for us. Don't get the kind that says washable as that tends to be watered down or seems that way anyway.

I like it better than glue sticks. They don't seem to work as good. Cement glue smells toxic and probably is toxic although we used it a lot in grade school so go figure.

Paste is too messy and doesn't work that good IMO. I never understood glitter glue. You cant see the glitter if you are putting something on top of it. Maybe your not supposed to.

So I'm back to Elmer's. The trick is putting it on thin. With fabrics, you might want to try a non toxic fabric glue but I haven't used any yet so no recommendation here, sorry.
